Americans arrested taking children out of Haiti


PORT-AU-PRINCE – Haitian police have arrested 10 U.S. citizens caught trying to take 33 children out of the earthquake-stricken country in a suspected illicit adoption scheme, authorities said on Saturday.

The five men and five women were in custody in the capital, Port-au-Prince after their arrests on Friday night. There are fears that traffickers could try to exploit the chaos and turmoil following Haiti’s January 12 earthquake quake to engage in illegal adoptions.

One of the suspects, who says she is leader of an Idaho-based charity called New Life Children’s Refuge, denied they had done anything wrong.

The suspects were detained at Malpasse, Haiti’s main border crossing with the Dominican Republic, after Haitian police conducted a routine search of their vehicle.

Authorities said the Americans had no documents to prove they had cleared the adoption of the 33 children — aged 2 months to 12 years — through any embassy and no papers showing they were made orphans by the quake in the impoverished Caribbean country.

“This is totally illegal,” said Yves Cristalin, Haiti’s social affairs minister. “No children can leave Haiti without proper authorization and these people did not have that authorization.”

U.S. authorities could not be reached for immediate comment on the arrests.

But Laura Sillsby from the Idaho group told Reuters from a jail cell at Haiti’s Judicial Police headquarters, “We had permission from the Dominican Republic government to bring the children to an orphanage that we have there.”

“We have a Baptist minister here (in Port-au-Prince) whose orphanage totally collapsed and he asked us to take the children to the orphanage in the Dominican Republic,” Sillsby added.

“I was going to come back here to do the paperwork,” Sillsby said. “They accuse us of children trafficking. This is something I would never do. We were not trying to do something wrong.”

In addition to outright trafficking in children, authorities have voiced fears since the quake that legitimate aid groups may have flown earthquake orphans out of the country for adoption before efforts to find their parents had been exhausted.

As a result, the Haitian government halted many types of adoptions earlier this month.

There are no reliable estimates of the number of parentless and lost children at risk in Haiti’s quake-shattered capital.

    we do not have orphanages in the USA. children go into state custody and then to a foster home. The 10 suspects are running some sort of scam.

    Either they are being taken for the sex industry, or organ harvesting. That’s my opinion. I read a story the other day, that told about trucks riding around Haiti picking up children. I thought it was The Local where I read it, but I just went to their site, and I don’t see the article. That is a Swedish site.

    It’s so terribly sad, children are supposed to be cherished and have their needs met – have people make sure they are safe… not exploit and steal them for dreadful reasons – it’s criminal and immoral. This child trafficking must stop, it’s one of the most disturbing criminal activities on the planet.

    To the comment made by Robin – you are mixing up two very different groups in your comment above.
    World Harvest Missions Outreach is located in Florida and has been offering help to Haitians since the late 1970’s. Their orphanage is/was located in Port-au-Prince, Haiti and is called New Life Children’s Home.

    The arrested Baptist group is located in Idaho and they wanted to bring children out of Haiti into the Dominican Republic resort town of Cabarate, DR. They call their orphanage New Life Children’s Refuge. Too close for comfort to be sure.I believe they have been in the “nonprofit” business since October of 2009.

    The Guidestar document you link shows the EIN nonprofit number for World Harvest Missions Outreach and it is completely different from the EIN number for New Life Children’s Refuge. See their EIN number here:

    World Harvest Missions Outreach may have password protected their web site because too many people were mixing them up with the arrested Baptist group, New Life Children’s Refuge.

    Read that pdf document and on the third page notice the following:
    “NLCR is in the process of buying land and building an orphanage, school and church in Magante on the northern coast of the Dominican Republic.”

    “…an interim solution in nearby Cabarete, where we will be
    leasing a 45 room hotel and converting it into an orphanage until the building is complete.”

    Future Buildings and Plans for NLCR in Magante:
    “Seaside Villas at Playa Magante*: Villas for adopting parents to stay while fulfilling requirement for 60‐90 day visit….”

    “Seaside Café at Playa Magante*: small beachfront restaurant serving the community and adopting parents”

    From the brochure (pdf document) it sure seems the group isn’t interested in “saving” these children and their families – they want to adopt them out. And they probably knew just what they were doing when they scooped them up and put them in their bus without the proper documentation. Disgusting.

    I know for a fact that there is one or several groups of Americans who are deep into child abduction – real kidnappings of orphans and the abandoned – out of poor countries and they do like black kids. They have for instance bought babies from crack moms during the 90s and trafficked young girls out of Niger as well. They are then sold into slavery, and some of them are kept as sex- and house-slaves on farms in US rural areas. These people are organized and dangerous. I wonder if anybody will ever track them down. This group here sure sounds like it could have something to do with that. If i were the US authorities, I would immediately raid all their premises, but I’m sure they will probably fall for the cover and just ask for the release of ‘their citizens’, and the Haitians are too weak to get to them.

    I took the time to read all of the comments and see the general patterns in these types of posts:

    1. Mixing identities.
    2. Evolving stories produce changing ‘facts’.
    3. Hidden agenda and ‘flag’ waving.
    4. Colorization, spin, and name calling adjectives.
    5. Attempts to associate to extremes.

    I am glad that the Haiti authorities are on top of this and that justice will be served. I think everyone agrees here that these people proceeded without regard to due process. Was this intentional? Only the court’s opinion matters. Where they involved with ‘slave trading’ or organ harvesting? Most likely not… they were easily caught and their source and destinations were well defined. But… anyone is capable of pure evil… thus, I am glad that the Haiti authorities are on top of this and they will address this in their courts.
